From the Department of Health Services: Notification of expanded Family Care and Family Care Partnership Managed Care Organization (MCO) options in Western Wisconsin and the Milwaukee Area
Wisconsin Expands Long-Term Care Options for Medicaid Members: More choices for members in Western Wisconsin and Milwaukee County to manage their care in Family Care and Family Care Partnership
Beginning in March 2026, more than 18,000 Family Care and Family Care Partnership (Partnership) members in western and southwestern Wisconsin and in Milwaukee County will have more choices in who helps manage their long-term care. Three Family Care managed care organizations will be available for members in the following counties: Buffalo, Clark, Crawford, Grant, Green, Iowa, Jackson, Juneau, La Crosse, Lafayette, Monroe, Pepin, Richland, Sauk, Trempealeau, and Vernon. In Milwaukee County, Family Care members can choose from four options.
“By expanding managed care choices for Family Care and Partnership, we’re giving Wisconsin’s Medicaid members the opportunity to select the plan that best fits their needs,” said Medicaid Director Bill Hanna. “These long-term care programs support independence and dignity, and these changes will improve access to care.”
Family Care and Family Care Partnership
Family Care and Partnership are Medicaid programs that serve Wisconsinites who are older or who have a disability. These programs provide services in home or community-based settings, rather than in nursing homes or other institutions. Family Care provides long-term care support services, while Partnership provides both health care coverage and long-term care support services.
Expanding access to Partnership services
The Partnership program is expanding to 14 additional counties in western and southwestern Wisconsin. This increases the number of counties with the Partnership program from 23 counties to 37 counties across the state. Partnership will be available through iCare and Molina/My Choice Wisconsin.
New managed care organizations (MCOs) announced
Western and Southwestern Wisconsin (Buffalo, Clark, Crawford, Grant, Green, Iowa, Jackson, Juneau, La Crosse, Lafayette, Monroe, Pepin, Richland, Sauk, Trempealeau, and Vernon counties)
- Family Care: Anthem (new), Inclusa, Molina/My Choice Wisconsin
- Partnership:
- iCare expanding into Grant, La Crosse, Monroe, Richland, and Vernon counties
- Molina/My Choice Wisconsin expanding into Buffalo, Crawford, Grant, Green, Iowa, Jackson, Juneau, La Crosse, Lafayette, Monroe, Pepin, Richland, Trempealeau, and Vernon counties
- Milwaukee County
- Family Care: Community Care, Inc., Molina/My Choice Wisconsin, Anthem (new), Inclusa (new)
- Partnership: iCare, Molina/My Choice Wisconsin (new)
What this means for members
- No action is needed at this time. Family Care and Partnership members will receive letters from DHS with details about their additional service options and next steps if they want to make a change.

Protest status and updated timeline
Under state procurement rules, organizations that submit proposals may file a formal protest if they believe a portion of the evaluation process was conducted in error. Following the Intent to Award, DHS received such a protest related to the Family Care and Family Care Partnership Request For Proposals for Geographic Service Regions 2 and 7. The protest has now been withdrawn. With the process resolved, DHS will move forward with implementation. Enrollment for new or expanding Managed Care Organizations is now scheduled to begin March 1, 2026 if they have met all certification requirements.
