According to briefing information from NCAL sent to state affiliates earlier this week, the updated draft of the Better Care Reconciliation Act includes a proposal to create a new HCBS demonstration (see bill page 93-97). While there is appreciation of the recognition of the need to promote access, this proposal does not offer substantive long-term relief from the Medicaid cuts that would be enacted.
