New Automated Preadmission Screen and Resident Review (PASRR) Process

Last week, the Department of Health Services (DHS), announced a new process for submitting PASRR Level 1 screens. The process will now be automated, rather than on paper, and resulting reimbursement will be automatic following submission. More details are available below.

Beginning December 4, 2023, nursing home and hospital providers will be required to complete and submit all preadmission screen and resident review (PASRR) Level I screens through the secure ForwardHealth Portal.

A PASRR Level I Wizard with a series of step-by-step panels has been created for the completion of this process. A PASRR Clerk Role will need to be set up to access the Level I Wizard on the Portal. Providers will be able to set up this role starting on November 30, 2023.

The use of the paper Preadmission Screen and Resident Review (PASRR) Level I Screen form, F-22191 will also be discontinued on December 4, 2023, but available for reference.

Level I reimbursement

Nursing homes will be reimbursed automatically when submitting a Level I screen through the Portal, when applicable. Reimbursement for the screening will be noted on the nursing home’s Remittance Advice. The paper Reimbursement Request form will be discontinued on December 30, 2023. After December 30, 2023, nursing home providers will only be reimbursed for a PASRR Level I screen if they submit the screen through the Portal.

Level II referrals

Level I screens that result in a referral for a Level II will be forwarded on to Wisconsin’s PASRR contractor for completion of a PASRR Level II screen. The Level II screen determines if a person has a developmental disability and/or a serious mental illness as defined by federal PASRR regulations. Once the Level II contractor completes the Level II screen, the results will be viewable to the nursing home and accessible through the portal.
